Help!!

Hi! my name is Rachel and i am 15.. I know my fathers real name but i have never met him.. could you plz e-mail me if you have any information on how to learn about him?? My birth mother who i live with moved away from him 15 years ago and she wont really tell me anything... Also i talked to him once but he told me he didnt want anyrhing to do with me.. do you think it would be right to send him a letter without my moms consent??? Just to get some questions??
