Im 16 and i havnt seen my dad!! can u help!

im 16! and i havnt seen my dad in 16 years! i dont even kno what he looks like or his name! all i know is that he left me and my twin sister when we were born! my moms is getting married to somebody that i hate so much! and i want is my dad to be there for me! i dont care if he dosent want to see me or anything all i want to know if it is alright that i atleast send him letters! i also know that his sister and mom live up by south dakota and his sister has 2 girls from when i last heard! PLEASE HELP!
